PLANNING DEPARTMENT

History:

In 1991 the City of Winnipeg abolished the planning zone that included our Municipality and consequently municipalities affected by this change had to administer their own planning departments. Initially, East St. Paul opted to be included in the Selkirk and District Planning Department. However, in 1992, the East St. Paul Municipal Planning Department was established to attend to planning in our own Municipality.

It is the responsibility of the Planning Department to consider and report on all matters relating to planning in the Municipality and to recommend to Council essential projects and work to be carried out during the year, together with a detailed estimate of costs.

The Department, comprised of a Development Officer, a Building Inspector, and two full-time office staff, is responsible for administering the Zoning Bylaw; the Building Bylaw, and the Building Code. It accepts, reviews and processes all types of permits, including building, plumbing, service, approaches, signs, pools, fence, etc., which all require mandatory inspections.

The Planning Department also receives and processes applications for Development Agreements Amendments, Development Plan Amendments, Rezoning, Variations, and Conditional Uses, all of which are investigated and reported to Council.

The Mission Statement for the Planning Department is: Public Safety and Planned Development.
