Excavating/Grading Reminder
Did You Know That you cannot excavate, strip or grade land without municipal authorization? A development permit is required if you wish to excavate, strip or grade private property within the municipality.
This includes but is not limited to, excavating other than for construction or building purposes, sand and gravel mining, top soil stripping and construction of artificial bodies of water or any drainage works.All development permit applications will be considered by the East St. Paul Planning Department. The following information must be included in the application;
- the location and area of the site on which the excavation, stripping or grading is to take place;
- the existing land use and vegetation;
- the type and dimensions of the excavation to be made, and the effect on existing drainage patterns; and
- the condition in which the excavation is to be left when the operations is complete, or the final disposition to be made of the area from which the topsoil is to be removed, including the action which is to be taken for restoring the condition of the surface of the land to be affected, and for preventing, controlling or lessening the creation of erosion or dust from the land.
Once satisfied that the proposed work meets municipal regulations, the Development Officer will issue a development permit.
